I've warned people for years this could happen, even in pre-'75 cars - which are exempt from emissions testing, but technically not emissions regulations.

This video is heavily edited - so it's hard to say what actually happened here.
But off the bat I can see the driver did two big no-no's when being pulled over:
1) The driver didn't shut the car off. While not illegal, it's... for lack of a better term, rude. Good way to piss off an officer. You can infer the reasons why.

2) Admitted guilt: "It's modified" now he's getting a ticket no matter what. This many needs to listen to STFU Fridays (NSFW)

Note: one does have a right to visit California, one does not have a right to operate a illegal or unsafe vehicle, even if it's legal in other states. BTW this car is illegal in AZ as well
The driver of this car has been pulled over before, he knew it was illegal ("here we go again"),

COP being a bit picky, wanting to check out the driver. Smile, nod, be polite ...drive away. Had 1 pull me over in my truck one Saturday evening to check me/us out. I followed you for the last 3 stop lights thinking YOU would chill out, with your highly modified exhaust and agreesive driving I could arrest you for RACING!!!....🤣🤣🤣🤣🤣🤣. "Yes sir, I saw you behind me but I'm still going to do the speed limit regardless of what the others are doing. If the rate of acceleration from those lights is considered racing??? WOW ...just WOW. COP looked at the baseball gear in the truck, my wife, the 2 kids in uniforms....said I suggest you slow it down....

Just a waste of 5 minutes of my life, no harm no foul.

Cat back exhaust is not illegal in Arizona, hell not even in California. That car is not unsafe. I get the Cali pride thing but take off the rose colored glasses and see it for what it is. BTW, we don't shut the car off in AZ when stopped by the po po unless directed to. Way too hot for that.

Now, I didn't post this to bag on cops. I work with a few hundred cops and they typically fit the same as the general public, some great people, some dedicated to public service, Some se themselves as sheep dogs to protect the herd, some sticklers for the exact letter of the law and some like this dude that think they are saving the world one ticket at a time. The guy was unpleasant for sure, a repentant tone by the driver could have defused it but that's not really his job. Like posted above we have no idea what happened before the recording, BUT motors are 99% tickets and in my experience are always looking to write them.

My point was, if in Cali don't act the fool. Don't make it obvious you've modified the car even if you are exempt the annual inspection. If you get a ticket for emissions you'll go to the ref and he will find everything. You'll either restore it to factory or not be able to register it. I posted this in another thread a while back and had an ex-cop call me a liar even though I had first had knowledge (happened to a guy I was training with at Ford) that it was in fact true. It does happen, be aware.

No (for now), but excessive noise is. It's written into both vehicle codes, and that car was loud even at idle. I would dare say too loud to have cats - which explains the ref citation.

On this we agree. If they have to get off the bike, you're getting written up.

On this we agree as well.

I have no issues with FlowMasters themselves, but down here it seemed that EVERY 5.0L LX and GT HAD to have a pair. Which gave them a distinctive sound that I could hear 1/4 mile away on the freeway, as they approached. I'd be cruising in my '77LT (with factory Z/28 exh and wheels) and as they passed, every one had to rev their engine as a show of dominance. I ignored them.

I had great fun "baiting" them at red lights. All you had to do was to leave quickly before they did. No tire sounds, just get in front of them. LOL When they noticed they were not ahead, then I'd hear their rpms come up as they sped past. Didn't matter what you were in, they HAD to be the ones in front. That's how I could see if they were a "true Mustanger", back then.
