I have never known the torque number for the spindle nut, however, I have always used the spin method, tighten till it has trouble spinning easy , then back . It really seems you have gone over all the usual suspects , how are the rubber body bushings? are they good, not sure if that would matter, just thinking of things that could be loose, or allow play, HAA HA

the car has the original body bushings and they are toast, that's on the to do list next

IDK , however, I am sure someone will chime in if those can cause a vibration , also the rag joint , if your car still has one could amplify it. And look at the tires carefully , you haven't mentioned the size, if lower profile , look for a lump or tread separation , even new ones, though they probably would have caught that on the second balance, so nevermind , I guess I am out of obvious solutions, HAA HA

I also bought a Brand New OER inter steering Shaft with a new Rag joint , I have 17" on the car now but I put the old 15" Z wheels on the vibration is still there

I had a similar problem years ago with stock drive shaft. I don't know what exactly was wrong but replaced it with Denny's driveshaft and problem went away.
It was possibly a u-joint issue as I seem to recall replacing them at one time.
