no.....if the kickdown is adjusted too tight...it will affect how high you rev before shift....so by removing the kickdown cable you are making the tranny ONLY use gov pressure for shift up at high rpm
Unhooked the kick down and floored it manually shifting, once going about 55-60 in second and it shifted to 3rd when I shifted. Second time I was going 20-30 in 1st gear floored it and it spun hard to I shifted 2 second but it stayed on the rev limiter, don’t know if it shifted but when I let off the car was in 2nd

so it still will not shift ON ITS OWN at WOT? ......and no kickdown cable engaged?.
Next remove the cover on side of tranny to access your gov. to see if weights and spring are still in place. The gov and modulator valve work together to provide "automatic" function when in "D". Your kickdown does NOT seem to be influencing the NO SHIFT at WOT ...so the gov is the last on the list of easy checks from what I recall....but it has been a LONG time since i played with a th350.

Have not tried it on its own but I did pull the governor and all the pieces were there and they all moved like they should

Other than that...you are outside my awesome troubleshooting skill set....lol

Well when I was tuning the carb I used the port where my modulator line goes in at, so that part had vacuum but I don’t know about down at the modulator, I did replace it with a new one the old one you could suck on and feel a little pressure on it, no fluid was coming out of it tho. Just confused cause everything was set up this same way before and all of a sudden boom it don’t work right lol last time I had it not wanting to shift at wot was Bc I had to light of weights in the governor which I knew that since I was adjusting them, but now I have the stock weights in it and springs

Start by performing a full road test and report with results. Even better, buy/rent a pressure gauge and check the readings. Finding a problem in a transmission is eliminating everything that ís working correctly first, then narrowing on the problem area.
