Is this cam on a small (1.050") base circle for rod clearance .COMP Cams Xtreme Energy Retrofit Camshafts 12-443-8.

I can't find any indication - but most cams are std base circle (1.125 if I recall) unless overwise noted.
Pretty much any cam can be ordered on a small base circle, it costs an extra few $ and generally takes a few weeks to get made.

Side note, that is a lot of duration for a Hyd Roller Cam.

If given the choice, or the OP has the option, just get a con-rod with profiled shoulders and avoid the weaker small base circle stuff.

Good rod choices out there.

I'd rather get the required clearance by way of the proper rod and lift by way of rocker ratio.

Those small base circles cams break just at the wrong time LOL !!!

NB: That CC 12-443-8 requires only 9.5cr and has a base of 2,800 to 6,100 rpm. Kind of mild for 242 @ .050.

I have Eagle 5140 steel "SIR" I- beam connecting rods with Wiseco flat top w/ 2 valves reliefs

I have profiled the rods with a belt sander prior to balancing.

I have built up to a 4" stroke in a production case.
That engine had .050" cam to rod clearance and reved to 8000 RPM on spray.
That was the .950" base circle cam.
Using a conventional firing order, it was closest on 1,2,5 and 6.

I have not personally heard of any low base circle cam ever breaking, but I have limited experience.
I also only buy them on the best cores available.

OK, Eagle 5140 SIR's.......got it. What stroke you building ??

I like, use Callies/Crower/Oliver/Scat in the I beams, but nothing Eagle in what we do for the most part.

Here's a pic to show the differences. Those Eagle's are very bulky in that upper shoulder area, might even have to trim with a small base circle cam as well.....and at that point, might as well went with the profiled/better rod in a 4340.
