Dave, Extremely difficult to restore the VF-3 option (as on my own L-78).

I have most but not all the quality rubber pieces it would take....

Other than the rarity I dont find it all that attractive, so I'm
planning to leave it off my example

I have a friend with a near perfect one with rubber strip intact. What would the value be?

Hard to say. They are not that popular of an option. Unique and rare, but not sought after generally.

For someone who is restoring a car that has good ones on the front, maybe a grand. For someone just wanting to add this to their option list to make their car stand out, maybe a few hundred. Then there are the speculators that will by it up, hopefully for pennies on the dollar, and put it on eBay for 10 grand waiting on the rare individual.

FWIW....That bumper has been lingering on Ebay for a long time! I think that says a lot...Not a sought after part.
