One thing that is scaring me away is the missing title !!

Can't see the welds, but looks decent enough for that price, it still has a ton of parts & work needed.
If I do get this it'll sit in the garage for quite some time as garage art . as you said it still needs a lot of $$$$$
I understand your apprehension. Too many stolen cars get yanked from people who innocently bought them not knowing their history. I'd check to see if there is a vin #. I'd make him an offer with the contingency that the vin checks out clean, as in not stolen. And I'd make him a better offer IF he can produce a clean title with the correct numbers.
64 had the vin in the door jamb. If its there, probably not too hard to check the history on it. That being said, I never buy a car without a title, I guess I'm paranoid that I'd build it and then have to give it away at the end.
Does car fax include ownership trail???
I'm lucky, I have a buddy that can run vin's, maybe someone can run the vin for you.
It's a cool ass car, definitely worth considering if it's not stolen!!!!!!
Can he run the old vin numbers? I was told by The tag agency nothing with less than 17 characters can be searched. So only 81 and up cars.
