My frame has 51170N1 stamped on it.
V0707CTC is the engine manufacture stamp from the engine plant (V = Flint, Mich.) Posting a picture of this would be helpful for comparison as well.
Your VIN sequence should be 10Nxxxxxx, and should be above the oil filter, not on the deck. The engine block casting is there, and you should be able to see it with engine in the car. Behind the passenger deck on top of the block IIRC. The 3970010 is on the opposite side.
This is not a stamp, but cast in when the block was poured at the foundry.
The transmission tag should be easy to see with the car up in the air.
Transmission ID tag example
On the 1970 Z28 I once owned, the VIN was stamped on the turbo 400. I found it on a narrow casting surface right behind the location where they stamped the block above the oil filter. Seems like the same person stamped the block and the transmission only seconds apart.

My 51170N1 for my VO629CTC
Your 51270N1 for your V0707CTC
where did you find this breakdown of production numbers?
AFAIK there is no way to determine how many 70 Z28's are automatics vs 4 speed and no way to determine how many were M22, etc
