Anyone know what years the lower rubber shifter boot was installed?

I have read that it started sometime in 70 as a TSB to address excess noise, but I do not have the TSB number.
Was it installed on all 71 and later cars?
It may be due to the M22 cars? Just conjecture on my part.

GM part#3990467 is listed in parts books for 1970-81. I have the 70 (Not Shown) ,71 (Shown) and 72 (Shown) assembly manuals.

So some 70's may have it, if they were dealer installed or perhaps after some date at the assembly plant and all 71's and later should have it.

Does the 71 AIM show it and does it have a noted date of change?

No problem to find, was just interested in a time frame when used in 1970.
