I've removed small dealer decals off the rear of cars a couple of times, (The ones they stick on the back of a new car to get free advertising), by spraying them with WD-40 and letting it soak in to loosen the glue. One peeled off easily, the other needed a little help which I think was a razor blade. I wasn't trying to save the decals though, and can'r remember if the WD-40 did any damage to the face/finish of the decal.
