The flat square clip is spring steel.
I'll get a better pic tonight when i get home, its a weird real porous rubber. I checked Steele Rubber and they make everything but those pieces.

I believe those came with the special sound insulation package.
They are made of rubber compound similar to the door/ window seals. Flexible when new.
That might be the case, I have two LT and Bill's is a LT as well.
A couple better pics of them and the 3 holes they go in, and u can't see them with the fenders on
Not sure what year yours is, but I have the same seals on my 1970 with Z87 interior option and they use the same metal butterfly clips that hold the other hood-cowl weatherstrip in place.
Mine is a 73 and my clips are definitely different than yours, there not like any other clip on mine car that I remember
