So in the Spotters Guide it says "If the car was built in LA.... The Z28 WILL NOT HAVE AIR CONDITIONING. None" So does this mean that some of the 70 Z28s built in Norwood have the option of having AC?

No. None built. Maybe a dealer installed one or two somewhere. No AC at all on any Chevy solid lifter cars until the 1972 LT-1 Corvette, and it had its tach redline dropped from 6500 to 5600. The AC compressor couldn't take the high RPM.

73 was the first year a Z28 could have AC. Both manual and automatic transmissions could have it. Hydraulic lifters were a reason.

the dealer installed AC is not going to look anything like the factory AC system . the factory AC system starts being a different car deep in the body shop with a different firewall . to replace a factory firewall or trying to recreate the factor firewall is pretty much not worth the time and labor even back then .

More than just the firewall opening, Camaros factory equipped with AC do not include the punchouts in the inner under cowl section that feeds fresh air to the lower dash corner vents...along with some other minor differences....but agreed, AC vs non-AC starts early in the Fisher body process.
