Separate names with a comma.
Remove the tire and mount a dial indicator (magnetic base) and check the run-out of the rotor.
Being that it happens in park/neutral I would suspect a torque converter issue.

Never heard of a head gasket whistle, but carbs and hoses can.
I would start at $15000, you can always come down but not up, I think the car is well worth it.
