I don't know what number you have there, but it isn't the U.S. VIN for a Tempest/LeMans/GTO.
A 1968 Pontiac VIN will start with the number "2" which designates a Pontiac.
The next two digits (for an A body) will be "42" for a GTO, "37" for a LeMans, "35" for a Tempest Custom and "33" for a Tempest.
The next two digits will either be "37" for a 2 door or "67" for a convertible.
Next digit will be "8" for a 1968.
Next digit will tell you which plant:
P = Pontiac MI
K = Kansas City MO
Z = Fremont CA
B = Baltimore MD
G = Framingham MA
R = Arlington TX
Next digit will give you engine info:
1 = 8cyl less then 100,000 units
2-5 = 8cyl more than 100,000 units
6 = 6cyl less than 100,000 units
7-8 = 6cyl more than 100,000 units
Then you have the sequence #.
The VIN plate for the 1968 GTO is located on the top of the dash on the left (driver's side). It is viewable through the windshield from outside of the car. It will look like this:
