leaf springs and tire location

when I acquired my car I noticed that one tire rubbed the body on turns When I looked at the car I noticed that one tire has about 1/2 inch clearence and the other about 1 1/4 inch clearence One item that I noticed was that the front bushings in the leaf springs were not consistent in location I have two questions first is there a specified direction that these bushings are suppose to go in (they are both inserted with the ridge on the left side ) second although neither bushing ridge is flush with the leaf spring, are they suppose to be or should the leaf spring be placed in the middle of the outside medal sleeve of the bushing
