Could anyone tell me, what the correct black paint to use around tail lights

There has been discussion here about that in the past. I can't find the old post with that discussion, but there seemed to be some agreement that the rear panel paint would be a gloss black or at very least, a semi-gloss. Chevy used only one black paint code in those years. It would be the same code as the black cars and the black stripes on Z28s.

Gary is right, there was a discussion on this subject where it was hammered out

it is not the GLOSS they used for the body paint surface or stripes, it is a "dulled" black or semi gloss as you stated, the black tail light panels were not the same gloss level as the body paint

Semigloss to matte.
Certainly not shiny. (gloss)
Its not flat, as it is a waxable surface.
