front bumper alignment

Hi guys,
Looking for some feedback before digging in. As you can see from the pic, my front bumper appears to be drooping down. This is a low mileage car, taken care of. I crawled underneath for a closer pic, and nothing appears broken or tweaked. If I dig in and don't find anything, can I shim the bottom bolts to bring it up a bit? Or will that be a no-no? Thanks, Terry

Theres slots in the frame and frame brackets, so I would try to loosen the 4 bolts and jack it up with a floor jack and a piece of 2x4.
