Problems of the Day (mixed bag)

Lets start with the biggest concern. Has anybody ever had the interior lights not work and how did you fix it? I know that at least the console courtesy lights had power before I hooked up the dome light. I am not sure whether the dome light ever had power or not. If the dome bulb is burnt out will cause the other light to not work since it is a ground inturrept circut.

While I fixed the headlights and courtesy lights (loose wire and blown fuse respectively)
I am still baffled by the tach. Can anyone advise, what type of signal (varible of course, does the HEI give off?)

Next I have a Tach that only goes from 0 to 1000 It seems accurate below that from 0 to 1K I have no idea what would cause this, It is getting signal obviously it is just out of range.
