I think only Old-Town Seattle is landfill.

Considering this boring machine is designed to go through solid rock and is 50' in diameter, I doubt a rail car would be an issue.

I bet sort of cable got wrapped around it and bound it up

could possibly be that the cutting head encountered a fault zone were the bedrock has shifted causing the cutter head to become jammed . There is quite a few fault zones in the Seattle area
