It sounds like it's getting power and has a ground connection but you don't have a tach signal wire connection.
It pulses during the voltage drop while you crank the engine.

Check to be sure the brown wire is plugged into your distributor.
If that looks good, check the tach connections (nuts on the circuit panel) at the back of the cluster.
