Since the 70 model didn't have an EGR valve, the TCS alone worked to decide when to allow vacuum advance. Based on engine temperature and gear selection, the solenoid would open to allow vacuum to be applied to the distributor advance mechanism.
The basics of the system were the solenoid, a coolant temperature switch and a transmission switch that was activated in 3rd and 4th gear.

Thank you very much, I have all these on my 1970 and I was wondering if it was worth keeping on, but since they all work in conjunction and controls my vacumm advance I think I will leave it alone. Thanks Buddy

You could actually remove everything and the car will run fine, just with more emissions. It simply means that you have advance in all gears regardless of engine temperature.
