Will an A/C made fan shroud fit/be ok to use on a non A/C car? What's the diff?

This is better answered by measuring the width of the core of your radiator. Camaro came with two widths, a little over 20" and a little over 26". The shrouds cover the core area, one being bigger than the other.
The 20" shroud won't cover the 26" radiator fully.

Air or non-air, the radiator sizes had more to do with heavy duty cooling; in other words a heavy duty cooled camaro got a 26" core width. Heavy duty cooling came as part of the aircon option. An aircon car with a heavy duty cooling option got another row.

An extra core in the radiator I assume? Making it a total of how many cores in the heavy duty package? How can someone tell?

Yes, "an extra core" as you say, is what is meant my another row in the rad. The HD cooling package would bring the radiator to have 4 rows. You can check it by looking down into the side tank when you take the cap off. You'll see horizontal tube openings. A 4-row will have 4 tubes across, and a 3 row would have 3 tubes...etc. I'm not sure many camaros did come with a 4-row rad, possibly the big block versions did. But being that the car is OLD, you may not have the original radiator in there now. I, as a matter of fact installed a 27.5" x 19" 4-row rad designed for a 79 'vette with HD cooling into my '80. It fit with minimal hassle.
