how long should it take for oil to get up to the rocker arms ?
I was helping a buddy with his camaro. We put in a 350 he picked up.
At first it was pretty quite but I noticed after changing the oil (castrol 10w 30).the lifters or something in the valve train is pretty noisy. The noise will go away but it takes a couple of minutes for oil to get up to the rockers .

If the hydraulics havent pumped up by 3 or 4 revolutions of the cam,, something is wrong. Cut the filter open and see how ugly things look.

If the noise does go away in a few minutes, it typically means that the lifters have lost their prime when sitting. After running for a little bit, they regain their prime, and continue to deliver oil to the rocker tip.
This problem is more prevalent with 1987+ newer motors, especially with roller lifters. But it isn't odd for it to happen to older motors with standard hyd lifters. Usually a hard run up & down 2 miles of road will quiet down the lifters (not recommended, but works)
Verify the condition again, and think about adjusting the rockers or replacing the lifters

I had a extreme energy comp cam do this for over 3 min with the engine turning. I primed and primed, and finally had enough beers in me to say the hell with it.
Its held up now for 10 months, with many beatings.
