I have a brand new ZZ4 crate motor in my car and after the car warms up the pcv valve starts to whistle.... When I pull it out it stops. Currently it is connected to the bottom of the carb. The brake booster is connected to the intake. This is not affecting how the car runs. It idles perfectly with the pcv whistling or removed.

Do you have a breather on the other valve cover, to let air circulate through the crankcase?

Definitely do the breather on the opposite side first. You need a breather over there whether it fixes the "whistle" or not.
Then try a different PCV valve. My go-to favorite for fixing PCV valve noise problems is one for a 1991 Camaro with the 3.1L V6.
Don't ask me why it works better than the (correct) V8 valve but it always does. I've used it many times to fix annoying PCV noises.

Your whistle most likely did damage somewhere to a gasket. Check the front and rear of the intake, and check your valve cover gaskets. One of them has likely been sucked into the engine at least partially. You might also check your oil pan gasket.

I ran mine like this, on purpose, for a while, just to see if it had any effect on performance and/or fuel mileage. It didn't, as far as I could tell. It did make the car harder to idle, because as the manifold drew a vacuum on the crankcase, the idle speed would lower. As expected, due to the reduced airflow into the motor. I suspect I was running richer.
