Just got my engine and tranny back into the car, but my starter is making a weird noise, and only turns the engine real slow.

It is a rebuilt starter, so that could be my trouble. I tried 1 shim on each side, and 2 shims on the inboard side and that didnt help me any. (even though w/o any shims there was an 1/8th between the flywheel and the shaft, the included allen wrench fit nicely between them)

The drive is sticking to the flywheel after I try starting it I noticed, would this mean that the starter is bad?

I also do not have the bracket on the side of the block that holds the starter, didnt realize it untill I already had it installed, but it seems to sit proper w/o it.
