I was looking at the lifters that "go with" the old mechanical Shelby le mans cam. They have keepers (lock rings) in the push rod cup? Why would a mechanical lifter have a lock ring holding the push rod cup in? Dis the last owner give us the wrong lifters for the cam?

Solid lifters aren't solid, they're hollow. They have an oil passage in them to allow oil to go up the pushrod, and it goes through the pushrod cup piece that is held in by a c-clip. Some more on the subject:

Chevy SB and BB motors use two different type of solid lifters. Regular, full top-end oiling type AND piddle or Z-28 type that have a very slight notch on the side with the side hole up higher.

The piddle type shouldn't be used with regular ball type rockers b/c they MAY limit too much oil to reach the top AND might gall them.

I think they limit about 15 percent or so of the oil up top??? AND are better used with roller rockers??

Hope I have this right??
