I have a 1970 Z that originally had an LT-1 but now has a CE block. Would this still be considered or built to LT-1 specs by the factory as a replacement?

"CE" = "Crate Engine", engine from GM and over the counter.

No, if its not an originaly matching numbers engine, than it's not original.

I appreciate the help. I already got the answers I was looking for on camaros.net. I was not asking if it was considered original...simply if the consumer exchange engine would have been built with the same parts as the original LT-1.
