Crank spins but engine will not fire up. Could this be a starter problem?

If your motor turns over (fan blades moving) then it isnt a starter problem. An engine needs 3 things to run
Compression
Fuel
Spark.

does it make any noises like its 'wanting' to start? check to see if youre getting spark by taking a plug wire off, put a plug on it and ground the plug and look if you can see the spark arcing on the plug. If you have that, check to see if the carb is squirting fuel.

No. Check the fuel, air and spark. We really need more info though, recent rebuild, did you do a tune up, car been sitting for a year??

Sat for about 2 weeks. Just finished up adjusting the valves, didnt get one intake just right and it backfired, readjusted all the valves. Carb is spraying fuel. Makes a slight whining noise when I try to start her up. Thanks for the help guys. This site kicks ass.

Whine ehy?? Does the balancer spin when the engine is being cranked?? Whine might be the chewing up of the flywheel and starter. Did that to mine, it's up in the air being replaced now. :(
