Jegs Dual Exhaust system - Does this require any welding ? If it is a clamp system what about ehaust leaks?

On the intake manifold next to the water outlet there is a fitting that is brass and pot metal looking. Has two vacuum hose fittings one goes to the vacuum advance and the other goes to the carb. Is this a sensor of some type and can this be dressed up somehow?

The Jegs system requires no welding and fit my 71Z pretty well. If properly installed the clamped joints don't leak. I threw a few spot welds on here and there to be sure the pipe joints didn't vibrate themselves loose.
