I got a 700r4 in my 73 camaro. Is there a "best way" to adjust the kick down cable..

It's not a kickdown cable, it's a throttle valve cable and it must be adjusted correctly or transmission damage can occur over time.

The main thing is that you want the cable to reach the limit of it's travel (won't pull out any further) JUST AS the carb reaches full wide open throttle. No travel left in the cable at WOT, but not so tight that it actually prevents the carb from reaching WOT.

Should be a little d-shaped button on the cable to allow adjustment. Push the d-shaped button in and you can slide the cable housing forward/backward through about 1-1/2" of adjustment range.

I have a related question.. though I believe you're supposed to pry up the D button- the snap lock its called.
anyway. I can do this.. but if I do then the spring is ALL the way compressed... surely thats not right?

To make the lock up function work, you'll need to buy a kit from TCI or someone else. I used the TCI version that uses an adjustable vacumn switch. I like it.
