Got the motor back from the rebuilder along with a box of things that I need to install like the dip stick tube, fuel pump pushrod, timing cover, etc...

But I can't figure out what this tube is for that included in box:

It's about 7" long and 3/8" outside diameter.

What is it and where does it go?

Looks like an old broken oil dipstick tube. The lower part that goes in the engine. very common for them to break when removing.

That is your lower dipstick tube. Drop it in the dipstick hole in the block before you press in the upper one. It keeps your dipstick from ending up wrapped around your crankshaft and rods.

+1 with gary. on the driver side oil dipstick small blocks only,, there's a counter-bored step in the dipstick tube hole in the block. that tube fits snugly down into that hole under the dipstick as mentioned. bottom it against the inner step. shine a flashlight in that hole from the deck surface,, and you'll see the step it seats against. find something that just slip fits in the hole first,, to use as a driver,, and then tap it in gently. hope it helps.
