There are two pieces of metal on the turn signal cam in the steering column. Does the one on the right act as a ground for the circuit? I am missing it.

I cannot find any other reason as to why my turn signal/instrument panel lights wont work. The plug to panel is getting power, and ground. All fuses are new, bulbs are new, and wiring looks good.

PLUS when i push hazards they flash, so i know bulbs and flasher are good. the panel and turn worked before a u14 swap and i put in a new turn signal cam and lost that one piece.
