I have found all of the necessary parts for the horn in a 77 tilt steering column, but it continue to make contact and engages the horn relay without pressing on the horn button. What is wrong?

is the spring wore out?if it doesn't have enough tension it will allow it to contact easily.

are you sure you don't have the springy metal piece in backwards. I accidently did that once and had the same result.
