I should be picking up my block tommorrow.
GM 400 block 0.30 over, torque plate honed
align honed
zero decked

here is my combo
AFR 195's w/68cc chambers
Fel-pro 1014 head gaskets
SRP 16cc dished pistons 10:1 cr
Scat 6.0" I-beam rods 7/16 bolts
Scat 9000 cast crank 3.75" stroke
ARP main studs
Milodon solid louvered windage tray

Crane hyd roller pn 119841 grind HR-296-2s-12 IG
adv dur 296/304 0.050 dur 234/242
Lift 0.574/0.595 with 1.6 rockers
112 deg lobe spread
Comp Cams pro magnum 1.6 roller rocker arms
Holley 750dp with proform main body
Performer RPM intake

2.5" dual exhaust
Headers 1 3/4 supercomp

If you can get any traction, I would think so. Looks like a sweet combo! ;) I just dropped my 400 block at the machine shop recently. I hope to hear soon if it's useable. Standard bore and it looks good, but need find out for sure.

You have better heads, bigger cam & more gear than my combo & I can hit low 12's so I don't see a major problem with 11's for you.
Our short blocks & intake/carbs are identical otherwise.

Only thing I woulda changed is flattop pistons but you'll meet your goal 11's with traction easy
