What function does the junction block have?

When checking out M&H wiring catalog I see that it was only used on 71 and earlier models, what was used after that?

Also referred to as insulated terminals blocks.
Generally used to connect unswitched 12v wires without going through the fuse block.

Now I get it, so the junction block that was used in 71 is the same thing as the horn relay is on 72. When I looked in the wiring catalogs I didn't understand what they meant.
