Need any info on this block.

Right front by heads 16KY12315 v2 that is all I can make out
Left rear of block 3970013 number 17 under "GM" stamp!

3970013 this number is wrong.... check it again

it might be 3970010 or 397001C

Is there anyway to know the year for sure? If not could this pass of a 1970 block?

The block's casting date is on the back of the engine, on the passenger side opposite where you found the casting number. It will consist of a letter followed by 2 or 3 numerical digits. The letter is the month the block was cast and the numbers are the day of the month and the last digit of the year.

A block cast on Jan 10, 1970 would have a casting date of A100. This same casting date code would be on a block cast on Jan 10, 1980. Normally, pomponents do not cross decade lines so positive identification is usually easier. This block casting went from 69 to 80, so there is not always a definitive date for the casting. However, the engine suffix code should be much more specific. In 1970, there would have been a 3 letter code. Hope this helps.
