I can pick up a vortec 454 long block for $300, but the cylinder wall in one of the bores has a scratch from a bolt that when into the cylinder and screwed up the piston. Can the scratch be fixed through boring the cylinders or is it trashed?

I plan on building a 496. Here is the pic. It's obviously a Gen VI block with 4 bolt mains

Can probably be bored out, to what extent I don't know, just take it to a machine shop and ask.

If too damaged, sleeve that cyl. and bore the block.
